As part of the call for the productive innovation incentive system for low-density territories, the COMPETE 2030 programme has an available budget of €70 million, focusing on the positive differentiation of companies located in these territories.

This call provides for a non-repayable financing rate of up to 50% for micro and small enterprises and up to 40% for medium-sized enterprises, through non-repayable grants.

Outside low-density regions, the maximum non-repayable support is up to 30%. The call has a budget of €117 million, of which €70 million is managed by Compete2030 and the remainder by the Regional Programmes (North, Centre, Alentejo and Algarve).

Investment projects aimed at creating a new establishment, increasing the production capacity of an existing establishment, diversifying production to include products not currently produced or services not currently provided, or changing the overall production process are eligible.

Micro, small and medium-sized enterprises from low-density areas in the NUTS II regions of mainland Portugal (North, Centre, Alentejo and Algarve) are eligible to apply. Projects involving investments in renewable energy, agri-food and tourism in the NUTS III Alentejo Litoral region are not eligible.

Applications are now open, with the analysis and decision-making process taking place in two phases, the first ending on 28 November 2025 and the second on 31 March 2026.
